Assessments
HOA assessment is due annually on every January 1st. Payments are considered past due after 30 days and are subject to late fees.
In addition, the annual assessment also includes bulk cable, television and internet service provided by Spectrum to the entire neighborhood at a significant discount.

Chapter 47F - North Carolina Planned Community Act
Architectural Committee
The Architectural Control Committee (ACC) has been successfully preserving the appearance of the neighborhood as defined by the HOA Covenants, Rules and Restrictions. Thanks to their efforts, our neighborhood has become more desirable and property values continue to strengthen.
An ACC request form must be submitted to the appointed ACC committee before making any exterior changes to your lot. The form can be found at here (link). There are two methods of submission:
Log into the Priestly Management website to fill out the web form and submit your ACC request
Print a Archiitectural_Control_Form.pdf, complete the form and email to acc@dolphinbayhoa.com or mail to Priestley Management, 6331 Oleander Drive, Wilmington, NC 28403.
